That is the defrost drain doing its job badly. On the FAB line, water from the rear cooling plate runs down a channel into a small hole at the back of the compartment, and food debris or ice blocks it. The water then backs up and runs forward under the drawer. Clearing the channel and the drain tube fixes it.

Check the timer. Smeg ovens with an electronic programmer will not switch the elements on while the timer is set to automatic — the display looks normal, the light works, and nothing heats. Returning the programmer to manual solves it more often than people expect. If it still will not heat, the element or the thermostat is next.
